    You will be able to use your flying ability in all zones once you have completed the Azeroth Pathfinder, Part two achievement. This includes not only Zandalar and Kul Tiras but also the two new areas, Mechagon and Nazjatar, that have been included as part of the Azshara content release.

A Pinch of Faerie Dust is a piece of loot that can be found as a drop from certain Ardenweald monsters.     After the release of the Shadowlands pre-patch (version 9.0 of World of Warcraft), the Pathfinder accomplishment will no longer be required in order to gain access to flying in the Legion expansion.
